Issue with wscsvc.exe - bank trojan

Machine:

DELL XPS 1530. 4 months old.
Intel centrino chip. vista home premium

Issue:
1. Machine does not shut down on logoff.
2. svchost is running continously and consuming 50 to 90 percent of cpu. wscsvc is running in the scvchost.
3. task manager does not open the task manager window to end tasks.
Tried to clean it up with spybot and hijack this but not successfull
any help is appreciated
