\"imscinst.exe\" as threat, but can\'t remove it.
- when trying to manually just delete the file, it is automatically re-created after about 2 seconds.
- I don\'t find the related process.
- I\'ve read on another internet forum, the file would be harmless and connected to MS Windows language settings (I\'ve enabled Chinese on my computer).
Question: Is this file a threat? If yes, could you give me some suggestion how to remove it?

I look at my CPU usage and idle jumps between a low number and 100%. but i never see any application using that amount of resorces
